This tool or whatever it is was in a tire shop that I was at the other day. I have no idea if its related to tire shop work or not. Not sure if you can tell from the pics but in the third one, that stem has real fine serrations or teeth in it.

Definitely an interesting piece. Do the two hooks connect to the square stock in the back anywhere? Going by the notches in the square stock it's gotta be some sort of ratcheting or jacking device missing some parts.

its a weight scale, hang it from one hook, tray on the other, slider at end of rod tells weight
(just a guess)

Wow that didn't take long, thanks guys! Might have to see if my buddy that owns the tire shop would want to part with it. They didn't even know it was laying up in the window sill out in the shop.
