Anyone know what this is? Or what its used for? holds some kind of tall pole that can be tilted and rolled around?

That or something custom made to move an item around. But the bolt holes in the plate make me think that its some sort of support wheel for a big gate.

Painted red, keyhole slotted holes on flange... Not home-made. I'd say it's part of a piece of equipment that is intended to be disassembled and portable when not in use.

yea but what type of equipment? whatever goes in the cylinder, must have another wheel or 2, because to balance something long on the one wheel would be extremely difficult I would think. and right the keyholes lead me to believe it is moved and secured often. There is no bottom to the cylinder, its through.

What you have there sir is a 100% certifiable dohicky, not to be confused with a thing-a-ma-bob or for that matter certainly not a tally wacker. I would suggest encasement in a hermetically sealed glass enclosure and displaying it on the mantel during Christmas since it is red. Take good care of it and treasure every moment.
