It is German. The label reads" Vergessen Sie nicht vor dem Gratziehen Gleitschiene, Ziehstahl und Ziehklinge zu olen oder zu fetten

It's a deburring tool for chamfers and edges. You draw them "through" it and the burr wheel just catches the edge to tak off the burr. These are now pretty much obslete due two twin wheel/ "shoe horn" guide deburrs.
