Got these a couple of weeks back. I'm no machinists but for free I couldn't say no. Just not sure about the one in the middle what is it ?

In use you zero the dial, look at a watch with a second hand and then start it turning by using it on the center of the shaft. Then after 60 seconds stop and read the count of the revolutions. You can do it for shorter times if you multiply the count by two if you used 30 seconds etc. Very nice for lathe or drill press that you don't have the specifications for.

Starrett Mechanical tachometer. I've still got one and use it sometimes in odd situations. To use it just do what Milton says.
