What is it?

Friend of mine sent me this pic from an auction asking what it is. He said the stamps on it just said patent pending and the left end was forked like a claw hammer. I'm stumped.

That was my first reaction but it seems like to me the teeth are facing the wrong direction to pull something together.

I'm going with this also. Tie the wire off at the forked end and string it through the movable guide, hook the forked end on the post and pull it around till the wire is stretched and on the post. If not tight enough then relax the wire, slide the movable guide up a few notches and pull again. Drive the staple in and your done.
