What is it?

Interesting tool. I think it is made to inject a material. When I got it there was some hardened rubber in the tip.

The handle ratchets the plunger forward and then the level releases it with a pretty strong spring. It measures 12” long and has a “gun metal” finish. Any ideas? No maker’s marks. The guy I got it from was into guns and knives if that helps. Thank you.

I may be wrong but it is possibly a tire repair tool to insert rubber plugs.
