Looks like an ink pen with the slivers of magnetic metal being stored in the barrel. Pull the “cap” off and it reveals one of the slivers held in by a colett of sorts. The metal slivers appear to be consumable.

Do those slivers have any markings on them, and/or are they of varying thickness? I have a vague memory of my grandfather showing me something similar. It was used to gauge the gap in something, not spark plugs obviously.
