What is it?

I don't actually have this in my possession, I'm just helping out someone else. Guesses have ranged from a bottle capper, hand loader, and portable drill press among others. Does anybody here actually know what this is?

My guess is one size fits all drill press, to hold a hand held electric drill.

That was my thought, but from the length of handle and the size of the spring it's designed to apply more pressure than a drill would need.

It's a hand drill drill press. The "V" centers on the **** of the hand drill, the collar centers on just above the chuck. I have 2 of these, I use them for jobs I swore I wouldn't take, but they do work if you're willing to take the 3 hours to set them up. PITA tool, but for the homeowner who is a handyman, it got the job done.

Back in their day, they were quite handy once proper set up was learned. I still use one occasionally. I have three sizes, one of which stays in the corner of the garage. Of course, a bench top drill press and cordless drill are far more convenient. Here are two of the three. A Sears, and the other, either a Millers Falls, or Black & Decker IIRC.
