The small center pin rotates, and can be removed with a allen wrench, the socket is 1/2 inch drive

Hey everyone. I need help identifying these. I had them for a lot of years, they were brand new but never used. The rust is from poor storage. There are 5 different sizes in the pouch. They appear to be wood rasps of some kind. Can anyone tell me for sure and what machine they would fit? They all have that weird cutout on the shaft so they aren’t meant for a regular drill. Leather, non metallic gaskets, veneer thin wood, it will punch them all. Might need sharpening, be gentle.

For some materials they work well in a drill. That is the way they are used for putting holes in snowmobile tracks for studs.
