What are you supposed to do with the rubber end?

Rubber ends detail things that are more stuck than a brush can get, but shouldn't be abraded off. Possibly nooks in wheels.

I’ve never seen one before, but I’ve also never really been the car detail guy. I mean I wash and vacuum and even occasionally wax, but never to level I’ve seen some people go to.
