Does anyone Recognize this cutting tool, and possibly Put a name and Purpose on it? I picked it up at a estate sale, in a pile of old tools, near the garden tools section. If i had to explain it to a blind man, i would say it is a bypass cutting blade with 2 long solid steel handles and works with a scissor action. The blade is notched halfway down and has been sharpened. I gave it a 2 day google search with no results, Thanks for Any Help.
PS: Operation: When handles are pulled apart, cutter opens for a bite. When handles are closed together, cutter blade closes. I experimented with some different materials, and it pushes material away, rather than cutting it. The whole thing makes NO Sense to me at all, but it appears Production made as opposed to Homemade.
