Its either a leather reamer, or a tapered pin/dowel hole reamer fo woodworking.

Right. It's a bridge pin reamer. It's not brass like it looks, but is TIN coated high speed steel. Less expensive guitars usually come with plastic bridge pins. If you try to replace them with ebony pins, they might not quite fit.
