Maybe hand/arm operated hydraulic ram pump. Looks like its marked?
Thank you. Interesting. This is in Dover, MA if anybody is interested. It seems that the person posted it just to learn more about what they have, but might consider selling it.

It’s an old water pump . The electric motor that set on top and Veebelt are missing

We used them for our house water growing up. Myers and Deming were two big names. That one appears to be a Myers, then if you look close, you can see the ‘Myers’ name cast in near the bottom. They are shallow well pumps, so only good to like 30’ or so.
I like them because if you have a pond or stream, you can use a gasoline engine and pump water to for the garden or lawn. But these were not built for high speed. You want a tiny diameter pulley on the gasoline engine and run not much above idle. I like them. Wish I had an operable one like in the pic crugg65 posted.

Guess not as old as i thought with it using electric motor. Its not worth much... less than scrap.
