Not quite. *** bolts are used where you need matched male and female threads on a through fastener. Typically they have slotted screw heads on both ends. They are not threaded inserts.

Those are book binders.
They were used to bind unbound documents.
I've never heard them called *** bolts.

An interesting sideline to the original question but...

McMaster-Carr lists quite a few variations of “*** bolts”.

I have more questions than answers.
Great examples of things being called different names but being essentially the same thing. *** bolts, Chicago screws, etc.

I will say I don't know if if seen *** bolts with decorative heads but Ive seen many examples with Chicago Screws, while both can be plain.

Chicago screws are used in leatherworking, mainly for straps and belts, and for attaching belt nuckles.
