What is this air tool?

I got this in a toolbox I bought. Spins when I plug it in. I would like to speculate as to what it could be, but I have a lot of ideas and am at a loss.

Some type of seam sealing tool?

Some type of sheet metal edge tool?

A thick wire tool for bending ends or something?

A broken tool that rotated and the front of it is gone and I only have a partial tool?

Probably all wrong.

I give up.

That is an orbital sander that has been through a war. Possibly two wars plus an H bomb.
