That’s a left handed buffing wheel spindle. There are fine threads on the taper that grab the center of a soft buffing wheel. There is a right handed one for the other end of the machine.
This style of mount is Ok for small wheels, maybe up to 6 inches.

Their main purpose is quick change of wheels so you can switch between soft/coarse etc and change wheels for different types of abrasives when buffing different metals so you don't pollute your wheels with more than one type of abrasive. Pro stuff.
