What is this blacksmithed item?

Found in my father's possessions. The bag was lablled 'iron tree'.

There appear to be places for wooden handles (now missing) to pass through the parts. Any idea what this is for? Could it be part of a lever system for lifting chained objects? Note the closed-eye chain hook. Thanks!

All three items are parts for a single-tree to hook a horses tugs to so they can be hitched to an implement. google single tree

Thanks - very helpful. Since my grandfather had horses in the 1930s, this would make sense.
