There are no fuse clips just line and load lugs for each pole.
The copper lugs actually have slightly rounded, or bulged out areas at the base of each lug, creating a space for a round fuse.
I have the exact same disconnect on my whole house AC unit, mounted to the siding of the house, right next to the main compressor unit. The sticker on the inside front of the disconnect, right above the pull out holder, lets the end user know what type and size fuses to use in the unit.
As shown in the second set of pictures, there is no connection between each set of lugs, on the outside, or inside, except for some type of fuse that has to bridge between the line and load lugs. The first set of pictures posted shows the label on the inside of the disconnect, telling the end user what type and style of fuse to use, and to make sure not to exceed 80 percent of the fuses capacity.
Are you thinking of some other type of disconnect perhaps? Do you have a picture of what you are talking about, because we can't see what you are referring to. All the non-fusible disconnects that I have seen used some type of switch or throw to move a metal bar into and out of the lugs to make and break the connection. There is no room or provisions for that in the box shown.
Also, if you Google the model number of this disconnect, it is rated as a Fused disconnect.
