What is this chisel for?

Picked this up today with some other stuff from a garage sale -
The only markings are 'Niagara' and '3/8'





Any ideas? It had a piece of wood stuck inside which I was able to remove.

Got one just like it in a grommet kit. Like the grommets for installing in a tarp or any number of things in order to put a ring, tie down, snap (as in leather) etc. This is the hole punch that you start with.

Yes it is, I absolutely love it. Several of us on the keypicking forum gave our ideas when Sparrows was designing the mats, and they were nice enough to send us each a free one!

Is that a real small vice in the background or just a paperweight?

It's a functioning vise, got it a few summers ago at an antique shop.
