Thanks for the offer Riley. I just saw it for sale and was curious what it was. I already have too many things that I don't need so I think I will pass on this.

Correct. It's a vise used when sharpening and setting the kerf of saw blades made before the disposable carbide tipped blades that are so common now - which is a trade I never desired to learn.
