What is this 'hammer' used for?

I have had this little, aluminum-handled hammer-like thing in my toolbox for quite a few years, and have no idea what its intended purpose is.

The top of the "hammer head" has what seems to be abraisive particles bonded to it.

And the "hammer head" itself is hollow steel tubing (about 3/8") and not heavy at all.

Overall length is about 6", and the head is about 2" long.

Any ideas what it is supposed to be used for?

What does the end of the hex side look like? looks like a t-handle for a hex driver to me.

Maybe for a green wheel ... they're used for sharpening carbide tools.

I had a diamond point when I dressed a wheel, but that might work.
