What is this hammer?

Came across this hammer last week. It’s obviously a masons’ hammer, with no hammer, but with 2 bits set at 90 degrees. The head is large 10x1x1 and weighing over 2lbs. Is it for dressing stone/brick? It has 2 marks, one on the head that’s vaguely the shape of a wheel, and a Milwaukee mark on the handle. Does anyone know the maker or what it’s called? I always value your expertise!

I don’t know what brand it is, but they’re made for scraping like lots of rust off of things as an example

I love Garage Journal! You all are a font of information/experience. I thought it was something for brick or stonework. Thank you so much for setting me straight!
