Very possible, just its stubby and thick. Most of those Sheetmetal / body hammers are long face to face and kinda thin...
-I agree with you and it's a bit crude looking so who knows what level of quality the original owner was able to purchase for whatever matched his/her preferences. Hammers come in so many flavors and different cultures that it's not easy to identify it, I've got some oddball tools too.
