Very possible, just its stubby and thick. Most of those Sheetmetal / body hammers are long face to face and kinda thin...Looks like a type of planishing hammer to me, somewhat common in metalworking
-I agree with you and it's a bit crude looking so who knows what level of quality the original owner was able to purchase for whatever matched his/her preferences. Hammers come in so many flavors and different cultures that it's not easy to identify it, I've got some oddball tools too. Not knocking it either, I'd still consider it a keeper.
