What is this hand tool?

Going through an old tool box of my wife's grandfather's...not too much of interest other than some older Stanley USA screwdrivers...but I happened upon this tool. I feel like I should know what it is...but I don't.

What is it? The only mark on it is along the handle in small lettering, it says:

MADE IN
WESTERN GERMANY

It's a leather punch.

Yep. I have one in the basement. My grandma used to use it to make more notches in my belt for me when I was a growing boy
