What is this hand tool?

Had this tool for over 40 years and still don't know what it's used for.
It's brass and encapsulates a solid steel rod in the center portion.

Don't know for sure, but it could be a tool for burnishing the cutting edge of a wood scraper. After filing the edge perfectly square, you run a hardened steel rod over it to deform it slightly and form a hook toward the flat face. I just use the shank of a drill bit, but I have seen screwdriver-like tools made for that purpose. Your gizmus looks like it would do that admirably. Scraper in a vise, thumbs press on the wings, use the right or left slot depending on which edge you want the hook on.

Sorry for misposting. I live in the extreme NE area of TN living between Hoston Mtn and Iron Mtn. Thie area is called Stoney Creek and, to me, it's Hog Heaven. I've been retired since 1993, at 62, and enjoying the heck out of life. <g> Grow my own vegetables and have 6 RIR chickens in a <chicken tractor> to keep me supplied in fresh eggs. Haven't gotten up the courage yet to raise chicks for meat. If things get bad, I'll do what I have to do. :-(
