My first impression was the tail end looked somewhat like the eye of a sewing needle there are a few comments on attached link suggesting possibly for net making or a large fid for splicing rope but the only fids I'm familiar with are pointed and hollow in back. It's pretty cool whatever it is.

I'm Thinking You May be Right ! So, I think it is time to go Fishing again, this time in the Net Repair Field.The eye in the handle is peculiar. It's such a long slot, not just a hole. There is a bevel on the lower end on one side of the eye like a rope would slide along there. I'm thinking fid for fishing nets but that's a guess.
Actually the OP suggested it was a reamer first.I think it's for copper pipe used in plumbing. Deburring tool for the inside pipe of a joint. Use sandpaper for the outside of other pipe.
