Anybody have any idea what this is and is used for?

Looks like a home made milling attachment for a pieced together lathe.

Or a pieced together horizontal mill, either way it is some kind of clapped out homebrew project.

The motor and gear box could possibly be used for some useful function depending on condition and speed....

Or some crazy line boring machine for trueing up the shaft bosses (if that's a valve, hard to tell sooo) However those two words are spelled
