What is this little guy?

Bought a pair of cable type hose clamp pliers. Package included a small threaded cylinder, with a hold through the center. Also had a small screw threaded in it. No idea what it is for. My only guess is that it is used to replace the cable if it ever breaks? Cable seems to large to fit in that hole though..

Thats a cable clamp, I assume to use if the factory end crimp fails

i would call it a stop, unthread the bolt a little, cable goes through the hole and the bolt tightens up by pinching the cable, they are fitted to minis on the choke and the throttle cables
