What is this piece - Walter Enduro Flex

Came across this piece in a toolbox I bought at auction. It has the Walter abrasives logo on it. And Enduro Flex is their line of flap discs. But is this some sort of tool to use with them or is it just a promo item. It's thick for a promo item. BTW it's leaning on an Allan Key to reduce glare. It is not part of this piece.

you dont really need it, you can just trim the edges on the metal edge of a welding table
