What is this snap-on socket?

This socket is a 1/4" drive and is stamped "84." It has a vertical divider on the lower half. What is it used for?

Uhhh....no.

Button head is a rounded head screw.
No room for a slot.

What is the date code on that socket?

I;d guess it's some type of lost screw/set screw remover or adjustor.

Date code should say it all.
