See pics...hex pattern is oblong, otherwise just a normal 1/4" drive socket.
Here's what is stamped on it:

USA PAT 4644831
ROC PAT 27181 N

Any ideas?

Theft deterrent lug-nut socket?

Edit: Stupid me, realized afterwards that it is 1/4" drive. Dohh.

Having to use a 1/4 drive on a lug nut would deter theft.

No clue on the oblong, some sort of "weird" hex drive feature?

I don't think it's a bit holder.

Why don't you put part number on the "google" see what comes up.

to expand on byoungblood's (correct) answer, it's a holder for hex drive bits, but it's wider in one dimension to hold a a spring clip to keep the bit in place. From the patent description:

"A U-shaped spring clamp plate is received in the second bore opening, and the U-shaped spring clamp plate is in an arrangement adapted for clamping and grasping the head of a tool or screw driver so that the head of a tool or screw driver cannot easily loosen off or rotate in the hollow sleeve during practical use.'
