So, a good freind of mine just bought an older mill and a lot of other odds and ends from a widowed lady. After going through everything, he presented me with this. Anyone know what this things purpose is?
Any help would be appreciated.

Looks like it spreads or raises two parts on a 90 degree plane from each other

Looks like an antique version of a trailer jack - though I know that's not it.

It looks suspiciously like the vertical arm of a woodworking stock feeder and has the exact same degrees of freedom. I don't recognize the design, however.
