What is this thing?

What is this tool? It has 4 concentric rings that are crimped in the body that are spring loaded to form a conical shape. It is about 1.125" diameter with a 1/2" shank. Material appears to be alloy steel.

There is a cap that covers these rings using a 5/16-18 tapered socket cap bolt.
