what is this thing

this was in a box of loose taps and dies i bought this weekend wondering if anybody knows what it is. i googled the pat. number no help some guy had one on ebay and he was calling his a knife sharpner i don't think it is

That is a knife sharpener Opps I did not read the full thing before I posted. My Grandfather had one. He said it was a knife sharpener as well.

The patent from 1930 says:

"This invention relates to sharpening devices, and more particularly to a draw knife sharpener of that general type in which the blade of the knife is moved in contact with a cutting edge so as to scrape off or remove a portion of the material of the blade for sharpening the same."

See the little wheel on the end of the handle? You can also use it for cutting glass.
