What is this tool for?

I picked this up in a total toolbox sale.

The box had lots of Diesel tools in it.

I have googled everything (Detroit Diesel, Collar, 380, Vent Cap, Fuel, Oil .... ETC......) about this thing and can't find out what it is.

I am guessing it is some sort of fuel filter remover but my work with Diesels is limited.

What is it... I obviously have no use for it and want to sell it on EBAY.
