First glance looked like an offset screwdriver, until it was blown up to see the split end. I recall seeing something like that among my gramps' tools, but can't ask him nor remember .. so I'm curious as well

I think you force the screw onto the tip, the outward pressure holds it in place so you can get it started in awkward places.

Thank you all! My old man was a petroleum engineer. But his uncle was in a communications group of some sort in occupied Japan and later worked for ATT. My guess is my father got his tools.

I could see where a terminal re-sizing tool would be really useful.
So many times on HVAC equipment I came across distorted or damaged connectors. Would use a small flat blade driver to attempt to make them useable. Something like this would have made things easier and consistent.
