Reminds me of an animal procedure tool. A little similar to a castration banding tool, ouch, baaaaa!
I got a two for one when we took the dog in for castration and I got a discount on the vasectomy. Hate those damn plastic collars.:tantrum2:

From using one, it's a device used to break NOS piston rings in oddball sizes made from unobtanium. Especially on early 50's British sports cars.

Damned touchy tools... if you decide to use it, be careful!

No worries there... got it in a bunch of other old tools at an auction... not sure what i will do with it.
