What is This Tool Used For?

GJ Members, I am not sure what this tool is used for as it has what appears to be a cutting edge on opposite sides. Any help would be greatly appreciated.

How is it fastened in order to do any milling? I presume for wood?

You could use it for wood, but that baby's really made for cutting slots in steel (two fluted cutters are for slots). It can be held in a collet or an end mill holder.

Goes into a collet or tool holder. Tool holders have a set screw to help keep the end mill from rotating under heavy loads.

Metal. The closest wood relative is a router bit. There are double ended drill bits, too.
