This plier type tool seems to be punch of some sort. What are they used ?

Looks like a grommet tool. Coincidentally, I just suggested to someone on this site that they use this to fix a problem they we’re having with a clear plastic curtain.

Yep. That’s it. Also for shoelace eyelets, metal snap fasteners….

Thanks, that is exactly the size it would work for (shoelace eyelets).
Don't think I am going to be getting into Cobbling. So I guess there is one thing I can move out of the overstuffed workshop.

I betcha I'll need it soon after getting rid of it. What else could I use if I needed a new eyelet!!

yeah. "eyelet tool". Came in a "poly bag with header" and about 200 assorted grommets. I think I was buying that kit from Hollywood Accessories out of El Segundo in the 1970s.

My Mom had one of those I think she used it for body piercing.
Like @MRL83 said for eyelets. She was a fairly accomplished seamstress so likely other uses as well. Maybe leather for special event

Eyelets are handy for more than just lacing. They make a fine light duty rivet. I made a series of these knife blade covers for my kitchen from a worn out flexible cutting board.
