Is it a TONG for holding a BLOCK of ICE, during the Ice box days ??
Looks like some sort of farriers device. Some sort of snip for horseshoeing perhaps? Do the round ends have blades? Do they bypass each other? Or do they meet and pinch.

I personally haven't seen a device like that before, but I've been around horses long enough to know that's no farrier's tool.Looks like some sort of farriers device.
It is for cutting off a piece of sugar from a large lump.
Which is how it was sold many years ago.

No I don't think so it too small for that. Its like a plier size tool.
