And what is it used for?? It is graduated in inches and milimeters. A quarter is show for size comparison. The black end is rubber and when it is rolled along an object the dial moves.

It is a speed counter counts RPM used in machine L. S. Starrett makes them.

Im sure they can be used on a bunch of things but what Ive seen them used for is to determine RPM on a compressor pump.
