What is this tool?

So I thought this would be easy since the label and catalog number are present.
I couldn't find anything on google. I looked in a 72/73 Craftsman catalog and couldn't find it there either.
My guess is some sort of cable sheath stripper, but I don't know.

Can anyone figure it out?

if it has a single carbide tooth on the tip, it is probably a knife for scoring formica.

Looks to me to either be a carpet knife, but more likely a grout knife to remove grout from already set tiles.
