What is this tool!?

I am trying to sell some old mechanics tools and came across this. I have not been able to identify what it is. My gut says something to do with a spark plug, but I am not a mechanic, so I really have no reference to figure this out. It has no name or serial number attached. Any ideas?

It appears to be a piston groove cleaner. The flat should ride in the groove of the piston, and the small wheel at the lower left corner of the picture spins in order to get to the proper size of the groove.

where are you selling this stuff? I took a look at some of the other pictures in your album and saw some things i'd be interested in.

Specifically, a Blackhawk piston ring groove cleaner. That outlined area on the arm with the cutter is where the Name tag was.
