What is this tool?

I bought this tool at an auction, it was in a box of stuff that contained valve job tools, gear pullers, piston ring tools, and other stuff. I don't what this thing is.

It looks like an old style hamster extractor . . . .

Almost looks like part of an old piston ring groove cleaner...but it's missing some pieces.
