I would agree but can't see real close because the pictures don't load for me.

Looks like a reducer adapter (3/8? to 1/4) which is nigh useless on a breaker bar though...unless it's under 12 inches and low torque. Depends on how much you trust 1/4 on torqued bolts which varies.
