What is this tool?

I found this at a job site the other day in the foundation of where a garage/shed was. No idea what it is. Some sort of puller or something. It has really fine threads on the rod and a hole in the bottom. The sleeve seems to be a hard plastic and it's made of stainless.

Any ideas tool gurus?

No idea but it kinda looks home made.

I believe it is an inside cutter, used to cut off thermoplastic below grade or inside walls. You're missing the cutter bit, spring and shoe.

It seems very exact to be homemade, but possible. There's no markings anywhere. Not sure why the pictures uploaded blurry.
