What is this Tool?

My brother passed away a month ago and I was cleaning up his belongings I found this item. It looks like it had a bubble level on top, and the glass has some faint lines in black on it. I can't see through what looks like an eye piece at the end. I hope some one on here can shed some light on this. Thanks for your help.

It might have been a hand level? Should have a little half-mirror in there that let's you see the level while you look through.

I didn't know they were commonly called hand levels. I've always heard of them as grade or sight levels in my limited experience with them.

Looks kind of like a pop level. My dad uses one to install septic systems. It's old school but it works.
