What is this tool?

I see pairs of these everywhere but I've never known what they were for and I've never known anyone else that knew either.

This one is actually missing the little stop screw that it's supposed to have.

I'm wondering if it's something that you use to put nose rings in hogs or other animals. That it might be a farrier's tool crossed my mind as well. Seems too small to be either of those though.

Used to put a triangular ring in a hogs nose to prevent them from rutting up the soil. But didn't do much good.
