What is this tool?

New to this forum. Got this from a neighbor whose father passed away many years ago. They have no idea what it was used for. Looks like it has a very specific use and I'm curious what it is used for.
Any help would be appreciated.

That is an manual strap bander. Either for plastic or metal strap.

Yeah, it tensions the steel or nylon bands on packages for shipment.

It usually goes with the crimper tool that clamps the bands.

I used one of those as well as the crimping tool one time when I was in the military. We were boxing up stuff to be shipped to another base and everything had to be banded securely. It works quite well after you get the hang of it.

A long time ago I used one of those to band up cardboard when I worked at Safeway. Did band up a bunch of lumber that I managed to salvage, helped keep everything from warping and in sized lots that could be used as needed.
