What is this Tool?

Found this in a box and was intrigued. I researched Helmco Industries of Orange, CA but no luck. It appears to be some sort of bending tool for electrical applications. The warning reads: Do not use on ladder, platforms or in energized panels. It bends 90 deg and opens completely.

An ideas folks?

When bent at an angle can you slip a wire in the opening and when straight is the wire pinched in a way that you could use it as a handle to pull the wire? If looks similar to a fence wire puller.

It's just the opposite. When it's straight, the opening is open at about 1/16-1/8". When bent 90 deg, the gap closes completely.
